Project Title: Strengthening Voices of People Living with HIV for Improved Accountability & Transparency in Health Service Delivery in Uganda


NAFOPHANU received support from Democratic Governance Facility (DGF) to strengthen voices of People living with HIV for Improved accountability and transparency in health service delivery in Uganda.

Project Goal: To strengthen PLHIV engagement, efficacy and empowerment to hold state and non-state service providers accountable and responsive for improved access to TB, HIV/AIDS service delivery in Uganda.

Project purpose

To scale up participation of PLHIV and their communities to demand better health services and monitor the implementation of Government health priorities by ensuring that duty bearers are more responsive, transparent and accountable.


This project is running in 16 districts; Kalangala, Luwero, Masindi, Apac, Kitgum, Amuru, Bugiri, Namayingo, Kapchorwa, Kyegegwa, Kabarole, Bushenyi, Rubirizi, Moyo, Serere, Ngora). Selection of these was premised on the current HIV prevalence and geographical location.

Project activities

  1. Carrying out reviews on district local government spending on gender and HIV
  2. Supporting PLHIV to participate in district planning, AIDS Coordination and budget conference meetings
  3. Holding annual district level public platforms and follow up on advocacy actions raised
  4. Conducting regional Community Radio Talk shows
  5. Conducting bi-annual stakeholders’ meetings at national level
  6. Supporting ART monitoring in public health facilities
  7. Conducting Community Score Card (CSC):
  8. Expanding the role of a SALT toll free line (0800100330) in advocacy and communication
  9. Conducting quarterly Sub County community dialogues
  10. Holding annual Community workshops on land and housing rights in Kayunga and Amuru districts:
  11. Documentation of cases studies of PLHIV & vulnerable persons who have lost land
  12. Conducting district quarterly stakeholder information sharing meetings
  13. Conducting district quarterly stakeholder information sharing meetings
  14. Holding project introductory meetings and orientation of PLHIV leadership:
  15. Conducting quarterly support supervision
  16. Supporting districts to hold executive quarterly planning meetings
  17. Supporting district coordination offices to effectively operate
