Monitoring And Evaluation |
The Monitoring and Evaluation mechanisms suggested below are meant to effectively track progress regarding the strategies and activities of NAFOPHANU. To this end, tools and capacity for supervision, monitoring and evaluation of HIV/AIDS activities are specifically developed with emphasis on participation of key stakeholders and partners at various levels in these processes. Levels and Linkages of Monitoring and EvaluationIt is proposed that Monitoring takes place at all relevant levels and should involve all key partners. At national level, NAFOPHANU and agencies involved in a particular activity shall monitor. The leadership, the NAFOPHANU Executive, have the primary responsibility. Other members will participate and report any observations to the Executive and Secretariat. At lower levels, partners and affiliates of NAFOPHANU shall handle the day-to-day monitoring of activities for subsequent feedback to NAFOPHANU. These linkages are necessary to ensure timely assessment of progress and application of corrective measures. A focal point person shall be designated at the NAFOPHANU secretariat to coordinate the linkages developed for monitoring and evaluation. She/he shall on a regular basis collect reports from the various affiliates and partners. The later may also be required to furnish their regular assessments in form of reports to NAFOPHANU Secretariat in the spirit of partnership. Monitoring schedules and reporting systems may further be refined by NAFOPHANU with assistance and consultation of other partner organizations. It is important that NAFOPHANU develops a listing of their key aspects for monitoring and evaluation. Inputs /Arrangements for Monitoring and Evaluation- The following will be in place to guide the monitoring and evaluation of the work of NAFOPHANU
- The Log frame matrix of NAFOPHANU’s strategic plan including the objectives and priority areas delineated, strategies, activities, indicators, and scheduled time frame
- Annual and Quarterly workplans and monitoring checklists will be prepared, guided by the Strategic workplan. These workplans are vital for tracking the delivery process i.e. translating inputs into outputs
- Monitoring and Support supervision of the various actors. The NAFOPHANU Secretariat will take the key role for regular monitoring
Key elements for Monitoring
The following shall constitute the major aspects of monitoring for NAFOPHANU:
- Availability of expected inputs for service delivery, including their timing, quality and amount
- Activities implemented vis-à-vis activities planned
- Timeliness of implementation of activities
- Evidence of outcomes of the activities implemented, including their timing, quality and amount
- Level of involvement of actors as planned
- Beneficiaries, both targeted and unintended
- Activities not implemented, or rescheduled
- Changes, omissions, deletions or additions (in activities or entire strategic plan)
- Capacities of implementing affiliates and other partners
Key Elements for Evaluation
NAFOPHANU shall prepare for the terminal evaluation of the strategic plan during towards the end of the third and last year of the plan period. The evaluation shall be guided by strategies and activities reflected in the Strategic Plan Log frame matrix, and also make use of surveys and other studies with information on relevant indicators.
The following shall constitute the major aspects of monitoring for NAFOPHANU:
- Effectiveness of programs of NAFOPHANU in meeting the goal and objectives set. This also includes the extent to which the targeted groups (e.g. women, youth, and children) have been reached and served
- Efficiency in attaining the objectives/targets, in terms of cost-effectiveness in service delivery
- Validity and coherence of designs of interventions/programs
- Sustainability of programs/activities
- Possible alternative strategies that could help or be more effective and efficient in attaining the same objective
- Unanticipated effects of NAFOPHANU
Means of Verification/Instruments for Monitoring and Evaluation
The following means will generate the information required as process, output and impact indicators to monitor and evaluate the work of NAFOPHANU:
- Baseline and impact studies at onset, mid and end of implementation
- Standard M&E instruments and guidelines including report formats, standard checklists and other tools developed
- Supervision and monitoring visits
- Periodic review meetings
- Quarterly and annual Reports of NAFOPHANU, affiliates and other partners
- Data base developed for NAFOPHANU
Constraints envisaged
The following are anticipated to constitute major challenges for putting into practice the proposed mechanisms for M&E for NAFOPHANU:
- Inadequate baseline information on various aspects/programmed activities
- Capacity challenges for effective monitoring of activities within NAFOPHANU
- Lack of /inadequate resources for monitoring and evaluation.
