In May 2003, 53 individuals met at Ridar Hotel, Mukono and agreed to set up a national coordinating umbrella organisation that would be the mouthpiece for access to life saving drugs which were then not available; help in representation to Uganda’s multi sectoral partnership mechanism under Uganda AIDS Commission; help build consensus on a joint vision and mission, and develop a strategic plan for the PLHIV constituency using self-assessment and peer assisted instruments; and help develop a joint advocacy/agenda on for on HIV&AIDS policies and programmes.
